    Our HRIS Analyst is a key facilitator of HRIS performance, responsible for a wide variety of technical and customer service duties. Under general supervision, provides implementation, support and maintenance of the Human Resource Information System (HRIS). Administration and responsive system support include: data management, business process configuration, reporting, and system role/user security. The HRIS Analyst is responsible for data entry accuracy, problem solving, auditing, troubleshooting and resolving system and data errors.

    Duties/Functions

    Essentional Duties and Responsibilities:

    • Provides responsive system, process, and technical support to HRIS module program leads, employees, and managers to troubleshoot and resolve system issues and errors, security concerns, or workflow issues between the HRIS modules. Leads bi-weekly meetings with HRIS account representatives and manages outstanding HRIS issues through resolution.
    • HR system administration, including business process configuration, reporting development, end-user training, system communication, and data management in support of maintaining the platform.
    • Processes and maintains accurate data entry and data uploads with additional focus on improving data entry methods. Including data integrity and entry of new hires, exits, benefits and status changes.
    • Responsible for the tracking of medical leaves of absences including Short Term Disability, Family Medical Leave Act, and Worker’s Compensation. Includes customer service and support for employees and managers involved.
    • Maintains functional understanding of all modules and system configuration while partnering with HRIS module leads to plan, test, and audit system functionality. Facilitates timely execution of regularly scheduled system processes
    • Owns and coordinates communication of system enhancements and outages within organization. Tracks and collaborates with module leads to determine process improvements as enhancements are available.
    • Prepares and writes a variety of general to complex reports/dashboards a using the Business Intelligence (Cognos Analytics) reporting tool, including performing automation and scheduling and responding to ad hoc requests to support people and workforce analytics.
    • Consults with supervisor on system development plans and roadmap. Assists in reviewing HR processes and activities and recommends solutions and improvements to system workflow, configuration, and business processes. Drives and implements the decisions/directed changes to processes and configuration.
    • Creates and maintains systems documentation including business process flows (BPF), Standard Operating Procedures (SOPs), test case scenarios, and end-user guides. Assists in the development of HRIS training materials.
    • Supports the planning, development and execution of system and data audits, including maintaining system roles and security access to ensure data confidentiality.
    • Assists HR in advocacy of change management practices, collaborates on configuration decisions and leads the tactical execution of configuration, testing, and implementation activities for HRIS projects. Stays up-to-date on vendor products to stay current on new and existing HRIS functionality. Collaborates on and considers future product capabilities in current designs.

    Other Job Functions:

    • Processes changes and communicates with employees regarding benefit enrollment status and functions as primary backup for benefit/retirement elections/enrollment system.  Other duties and special projects as assigned.

    Job Qualifications

    Knowledge, Skills, and Abilities:

    • Working knowledge of HR, Payroll, and/or Finance information systems, including experience in configuration, system design, and day-to-day maintenance and administration. Learned proficiency in HRIS modules: HR Core/Payroll, Recruiting, Perception, Benefits, Career & Performance Management, Learning, Time Management.
    • Ability to understand the business requirements, user needs, and translate them into operational requirements.
    • Ability to learn city policies and applicable Federal employment laws.
    • Proven ability to collect, organize, analyze, enter, and disseminate complex and confidential information with attention to detail and high degree of accuracy.
    • Must possess a high level of customer service skills that enables incumbent to communicate in a positive, friendly and professional manner with citizens, City staff and co-workers.
    • Ability to discern and maintain confidentiality. 
    • Ability to prioritize workload and execute tasks independently, providing timely follow-up and resolution, and meet changing needs.
    • Strong problem solving, troubleshooting, and analytical skills.
    • Must have knowledge and experience with Human Resource Information Systems and MS Office applications, including Outlook, Word, and Excel.
    • Must have competent language skills, including a thorough knowledge of spelling, punctuation, grammar, and business English. Ability to read and follow written and oral instructions.   
    • Accurately and promptly, input data that allows for completion of projects in a timely manner.
    • Must be flexible, dependable, and able to work in a fast-paced environment with frequent interruptions and strict deadlines.

    Education and/or experience:
    Requires three (3) years of experience supporting Human Resources Operations and administering HR systems or comparable Software as a Service (Saas) system. Previous experience in UKG (Ultimate Software) highly desired.

    Bachelor’s degree in business or related field preferred. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis.

    Working conditions and physical requirements:
    Typical office environment which requires sitting at a desk or standing at the front counter, reaching and repetitive keyboard motion.  Stooping, bending, pushing, pulling, kneeling, moving and positioning (up to approximately 15 pounds) required.  Must be able to work well in tense and/or busy situations.  Must be able to occasionally leave the area for meetings and/or delivery of information.

    Salary Range The salary range for this position is $30.43 - $42.64 per hour with a hiring range of $30.43 - $36.54 per hour, depending on qualifications and experience.
