The Health District is seeking a talented and motivated Human Resource Director who can develop effective relationships at all levels, think and plan strategically, and provide hands on HR support for the organization.

    This position reports to the Deputy Director of the Health District and manages all aspects of the HR function, including recruitment, employee benefits, employee relations, performance management, employee development and training, wellness and recognition programming, policies and procedures, and all other HR administration to ensure legal compliance and organizational effectiveness. Supervises a team of four HR specialists.

    Duties/Functions

    The Human Resource Director:

    • Develops and implements a strategic plan for human resource management, including standard operating procedures for the organization as it relates to HR management.
    • Leads a HR team and manages all aspects of Human Resources, including recruitment and selection, classification and compensation, training and development, centralized personnel records system, employee relations, employee wellness and recognition programs, performance management, and administration of various human resources management systems.
    • Directly responsible for select HR functions.
    • Ensures compliance with state and federal employment laws, including Equal Employment Opportunity, FMLA and ADA compliance, and manages the development and implementation of organizational human resources’ practices and policies.
    • Works with the Deputy Director to develop human resource policies and practices to ensure that the Health District has a diverse, qualified, productive workforce that is capable of delivering effective, efficient services.
    Education & Experience
    • Master’s degree in human resources management, public or business administration, or a related field and a least three (3) years of related work experience; or a bachelor’s degree in human resources management, public or business administration or related field and at least five (5) years of related work experience; or any equivalent combination of training, education and experience that provides the required knowledge, skills and abilities.
    • Knowledge of modern principles and practices of human resources.
    • Knowledge of organizational development, strategic planning, and program development principles, practices and procedures.
    • Experience in non-profit and/or government organizations desired.
    • Advanced HR certification is strongly desired.

    Salary Range $108,234 to $115,440 per year DOQ
