The Division of Student Affairs (DSA) fosters an inclusive campus community that supports students and staff holistically in the development of their unique potential. The Office of the Vice President for Student Affairs is the executive management unit for the Division of Student Affairs.
The Senior (Sr) Human Resources Manager for the Division of Student Affairs is a full-time position providing leadership impacting full and part-time employees across 31+ DSA units. The position is responsible for the leadership, management, and coordination of human resources activities, providing guidance on all Human Resources (HR) matters, and leading efforts to recruit and retain a diverse workforce for the Division of Student Affairs. The position serves as a strategic advisor on human resources matters, working closely with the Vice President of Student Affairs and Vice President Council to plan and manage strategic initiatives related to human capital management and staffing needs.
The Sr Human Resources Manager is expected to have and/or obtain working knowledge of federal/state laws and regulations as well as Colorado State University (CSU) practices, policies, and regulations to apply human resources best practices, trends, and theory in their work. They will manage, coordinate, administer, and implement the HR strategy to attract, manage, develop, and retain the talent needed to achieve the current and future objectives of the DSA. The Sr Human Resource Manager manages and guides division staff in activities related to talent acquisition, employee relations, payroll/HR systems, worker’s compensation, benefits, and salary administration.
The Sr Human Resources Manager consults with and provides guidance to DSA senior leadership, Hiring Authorities, Supervisors, and Human Resource Liaisons to promote and support a collaborative team environment informed by the CSU Principles of Community; effectively leading with influence rather than by positional authority. They work collaboratively with DSA staff to infuse the DSA philosophy, culture of community, and diversity/inclusion initiatives within units’ HR functions. This position mentors HR staff and liaisons to ensure HR acumen and competency exists across the Division, acting as primary resource for operational units within the Division.
The Sr HR Manager informs and advises the Vice President of Student Affairs on personnel situations and issues, facilitates employee relation issues within DSA units, and serves as a liaison between individual DSA unit leadership and CSU Human Resources, Office of Equal Opportunity (OEO), and the Office of General Counsel (OGC). The Sr HR Manager advises and communicates directly with designated Division HR Liaisons and Administrative staff performing HR functions; and ensures that Directors, Hiring Authorities, and Supervisors receive information on all human resources related information, policies, procedures, trainings, etc.
The Sr Human Resources Manager reports directly to the Assistant Vice President of Student Affairs & Co-Chair of Student Affairs in Higher Education Graduate Program and is a member of the Vice President of Student Affairs Council and DSA Directors Group.

Essential Duties |
Human Resources Leadership & Strategy
- Develop and lead the human resources strategy to support the strategic priorities in DSA in conjunction with the Vice President and Executive leadership
- Consult with the DSA Vice President Council, senior-level unit leaders, and DSA Hiring Authorities to identify methods to improve the division’s HR strategy execution by analyzing organizational structures, staffing, communication practices, and processes
- Partner with DSA Assistant Vice President for Student Affairs on organizational developments/reorganization and implementing DSA philosophy, culture of community, and diversity/inclusion in HR functions and position descriptions
- Identify DSA HR training needs: utilize CSU HR Training resources and/or create and deliver specific training content for DSA employees
- Primary point of contact for DSA in HR matters with university collaborators (e.g., Human Resources, Office of General Counsel, Office of Equal Opportunity, Risk Management)
- Lead and advise on talent acquisition and management in DSA. Provide guidance to department HR Staff and hiring authorities on staffing strategies, position description development, compensation, search strategies, onboarding, career development, and retention.
- Provide guidance on developing diverse hiring pools and creating accessible, inclusive hiring and onboarding practices.
- Provide guidance on equal opportunity best practices and requirements in recruitment and selection of talent
- Lead and mentor an average of 40 DSA Equal Opportunity Coordinators (EOC); central resource for DSA EOC on search procedures or issues
- Provide mentorship and guidance to ~20 FTE HR Liaison positions housed within multiple DSA units
Employee Relations and Performance Management
- Advise on and investigate employee concerns to determine best course of action to resolve issue; collaborate with Human Resources, Office of Ombuds, Office of Equal Opportunity, Title IX, and the Office of General Counsel
- Facilitate resolution of DSA employee relations issues to determine appropriate actions in conjunction with input from employee, supervisor, unit leadership as appropriate to situation
- Determine when employee relation issues are elevated to HR, OEO, or OGC
- Advise supervisors about HR resources for performance concerns or workplace behavior issues, (i.e., corrective actions, letters of expectations, performance improvement plan, etc.)
- Communicate and advise DSA supervisors on employee performance management
- Stay current about CSU Training and Organizational Development, HR, and/or OEO, and communication to DSA staff training opportunities for University employees

Required Job Qualifications
- Bachelor’s degree in Human Resources, Business Administration, Public Administration or related degree and 7 years progressive professional human resource experience;OR Master’s degree in Human Resources, Business Administration or related degree plus 3 years professional Human Resources experience
- Experience managing and implementing HR processes in a high volume and complex environment
- Employee relations experience with a variety of employee groups
- Experience with confidentiality related to employee/personnel information and processes
- Experience developing collegial relationships/partnerships
- Effective communication skills
- Working knowledge of employment related law and practices
- Experience adjusting to multiple/changing priorities, workload volume, and deadlines
- Commitment to supporting diverse populations (i.e., race, ethnicity, gender, sexual orientation, class, religion, etc.) through personal and/or professional efforts
Preferred Job Qualifications
- Human Resources administration experience in a large organization with multiple employee types and classifications
- Human Resources administration experience in higher education
- Experience articulating organizational human resource vision and strategic planning
- Supervisory/personnel management experience
- Project management skills, including experience working independently and managing multiple projects simultaneously
- Experience and proficiency with human resources software
- HR professional certification: PHR, SPHR SHRM-CP, SPHR, SHRM-SCP, or equivalent
