Examples of Duties for Success
You will drive our efforts developing policies, guiding counseling and conflict resolution amongst our business partners and facilitate team development. Reporting to the director of People and Culture you'll be at the helm of shaping Adams County future.
This includes:
- Provide management level analysis and recommendations of issues and processes relative to department services and programs specifically in the area of employee relations.
- Provide coaching and counseling to assist Business Partners in the areas of conflict management/resolution, mediation, policy and procedures, and navigating disciplinary issues.
- Consult, strategize, and coordinate employee relations resolutions, as necessary, with Labor Relations Administrator, Assistant County Attorney, the Executive Leadership Team, and Leadership within each department/elected office.
- Administration and coordination of the Adams County Employee Manual.
- Facilitate team development activities for individuals, groups, and the organization.
- Facilitate intergroup activities to improve effectiveness of interdependent groups and organizations.
- Provide interpersonal consulting and training, particularly in the areas of communication, leadership, change management, cooperation, recognition, and conflict.
- May work closely with management and employees to improve work relationships, build morale, and increase productivity and retention.
- Compile and provide relevant metrics; consult with People and Culture, County Attorney’s Office and business stakeholders to address root causes of issues, attempting to resolve with a systematic approach.
- Respond to requests for information, interpretation, or assistance from employees, management, outside agencies, and the public regarding County policies and procedures related to assigned program areas.
- Supervise the daily operations and activities of assigned staff; assign tasks and monitor workflow; review and evaluate work methods and procedures; and recommend and implement improvements and modifications.
- Select, train, motivate, and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies and implement disciplinary procedures if necessary.
- Perform other related duties and responsibilities as required.

- Ability to plan, organize, direct and coordinate the work of professional, technical, and clerical staff.
- Ability to select, train, manage, and evaluate staff.
- Ability to recommend and implement goals, objectives, and procedures.
- Ability to analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.
- Ability to coordinate the gathering of data and development of operational/managerial reports and recommendations.
- Skilled at communicating clearly and concisely, both orally and in writing.
- Ability to establish, maintain and foster positive, proactive, and harmonious working relationships with those contacted in the course of work.

More Qualifications for Success
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Education and Training:
- Bachelor's Degree from an accredited college or university with major course work in Human Resources Management, Public Administration, Organizational Development, or a related field.
- A master’s degree in human resources management or a related field may equate for two (2) years of the required experience.
Experience:
- Five (5) years professional human resources management experience working directly in employee relations is required, preferably in a public organization.
- Two (2) years progressive supervisory/leadership experience is required.
- Labor Relations experience (Collective Bargaining Agreement, grievance, negotiations) preferred.
License or Certificates:
- SPHR/PHR or SHRM CP/SHRM SCP certification desired.
- Possession of or the ability to obtain a valid Colorado Driver's License within 30 days of hire and insurance.
Background Check:
Must pass a criminal background check.
Other:
- Ability to work in a standard office environment.
- Our organization follows a hybrid work structure where employees can work remotely or from the office, as needed, based on demands of specific tasks or personal work preferences. This position will require at least two days per week in the office and the ability to travel between Adams County office locations.
