This position performs a variety of human resources related duties on a professional level, providing support in areas such as recruitment and selection, compensation, employee insurance and benefit programs, leave of absence administration, human resources information system functions, and employee relations. Prepares, processes, and maintains confidential employee records and data.

Duties/Functions |
ESSENTIAL DUTIES AND RESPONSIBILITIES
Handbooks, Compliance and Documentation
Updates employee handbook and supervisor handbook as needed.
Drafts policies and reviews with HR team and other stakeholders.
Keeps up to date with regulations that may require updates to the employee handbook or
policies.
Aids in compliance with federal and state employment laws and regulations.
Creates and maintains reports, files and records and maintains compliance with records
retention schedules.
Composes and proofreads confidential correspondence, such as bonuses, job offer letters, and
performance documentation.
Administers the annual employee review process, by tracking outstanding and completed
reviews, and providing feedback and review throughout the process with supervisors.
Recruitment, Selection, and Retention
Assists in the planning and coordination of Northern Water’s recruitment and selection
processes.
Consults with departmental personnel to develop recruitment strategies and selection
procedures and attends job fairs.
Drafts job specifications and job descriptions, job announcements and advertisements.
Posts job openings on Northern Water‘s Careers page on its website, company intranet,
employee newsletter and bulletin boards as well as various professional organizations’ job
boards while following Colorado’s Equal Pay for Equal Work Act’s posting requirements.
Screens resumes; prepares necessary interview documents, schedules, coordinates and
participates in, or conducts interviews; checks applicants’ references; and assists in formulating
job offer packages.
Conducts new hire orientations and coordinates other onboarding needs with internal staff.
Benefits Administration
Enrolls employees in benefits and flexible spending accounts and processes changes and
updated elections on vendor websites.
Administers, coordinates and assures compliance for COBRA administration.
Reconciles and processes benefit invoices for approval by the Human Resources Manager.
Aids employees in answering benefits questions, understanding providers’ explanations of
benefits and settling discrepancies on insurance claims with providers and third-party
administrators.
Assists in scheduling and coordinating benefit programs, training sessions, and organizing an
annual Northern Water Benefits Fair.
Maintains and updates benefits, policies and other communication information in brochures and
on the company intranet, as needed.
Leave of Absence Administration
Manages the leave of absence programs including sick leave, long-term disability, FMLA, ADA,
workers’ compensation, and HFWA and, if applicable, coordinates leaves when more than one
leave is involved.
Maintains an in-depth understanding of applicable rules and regulations, relevant laws and
guidelines, and Northern Water policies.
Assists in developing policies and defining and developing the processes for leave of absence
programs.
Conducts leave of absence program training for managers and supervisors.
Serves as a resource for employees and their supervisors and managers.
General and Administrative
Provides input to management and employees on Northern Water’s policies, programs and
benefits.
Assists with report development by gathering, analyzing and presenting employee-related
statistical data.
Gives presentations to coworkers, managers, and Northern Water’s Board of Directors.
Participates in training development, recommendations, coordination, scheduling, and delivery
of such training.
Updates and maintains employee information and changes to HRIS, such as personal data,
benefits, compensation, and terminations and assists with payroll processing.
Provides input and support for supervisors regarding employee issues.
Escalates issues to Human Resources Manager.

Education & Experience |
Education:
Bachelor’s degree in Human Resources or a related field, or an equivalent combination of
experience and education.
Skills:
A minimum of three years’ prior experience in human resources, payroll, and insurance,
compensation, and retirement plans. Other combinations of education, training and experience,
which provide knowledge, abilities and skills necessary to perform effectively in the position,
may be considered.
Public sector human resources experience is desirable.
LICENSE, CERTIFICATE AND CREDENTIAL REQUIREMENTS
PHR or SHRM-CP preferred or required within two years of hire.
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge
Federal and state employment and related human resources laws.
Principles and practices of human resources.
Basic accounting procedures, office software and practices, methods and equipment.
Basic arithmetic, data management and record-keeping principles and practices.
Correct business English, including spelling, grammar and punctuation.
Effective techniques for dealing with employees – in person and over the telephone.

Intermediate to advanced Microsoft 365 software applications.
Public speaking and presentation skills.

Physical Requirements:
Requires prolonged sitting, standing and walking and some bending and reaching in the
performance of daily duties.
Ability to lift paper and documents weighing up to 25 pounds.
This position also requires grasping, repetitive hand movement, and fine coordination using a
computer keyboard and mouse.
