| Job Title | Human Resources Business Partner | 
| Description | The HR Business Partner (HRBP) supports effective implementation of human resources strategy aligned with organizational performance goals and objectives, and serves as a consultant to organizational leaders on human resource-related issues while acting as an employee champion and change agent. The HRBP works in collaboration with the HR team to achieve talent goals necessary to sustain and drive business performance and develops partnerships across the business to deliver value-added service to management and employees. As a forward-looking HR professional, the HRBP serves as a strategic business partner to senior leadership through development and delivery of integrated and inclusive HR solutions in the areas of strategy development, organization design, talent management, organizational effectiveness, change/transition management and functional HR integration. May or may not have direct reports.   Position reports to the corporate office in Cheyenne, WY; well-qualified candidates may have the option to reside anywhere within our market footprint; travel and in-person interaction to support all business areas required based on business need and situation. | 
| Duties/Functions |

Embrace the Company’s safety culture, actively support all safety initiatives, and adhere to defined accountabilities implemented by the Safety Steering and Continuous Improvement teamsSupport, promote, and practice the Company core values, vision, and mission; follow code of ethics, workplace conduct, safety, and other established policiesPromote collaboration among HR team for effective development and implementation of HR initiatives and programsProactively assesses business and organizational performance, defining gaps, and proposing HR solutions that support business objectives; drive action through a consultative, “influence without authority” approachIdentify and support sharing of best practices across functions to facilitate continuous improvementEngage regularly with regional leadership and staff (field, operations, management, administrative, and financial), providing feedback and recommendation for pro-active intervention and resolution of people-related concernsPartner with regional leadership and talent acquisition teams to develop workforce plans that respond to current and future need; recommend programs and/or processes to improve time-to-fill, quality of candidate assessment/selection, and onboarding to support retention of talentLeverage workforce analytics and insights develop and execute a lifecycle approach to talent management focused on forecasting, staffing, on-boarding, development, performance management, career/succession planning, talent mobility, engagement and retentionCoach business leaders on key organizational management issues and HR policies and processes to promote engagement and a culture of continuous growth and developmentAssess employee training and development needs based to close gaps between current competencies/skills and future need; assist with development, implementation, and facilitation of training and development programsMaintain in-depth knowledge of legal requirements related to management of employees, make recommendations that mitigate legal risk and ensure regulatory complianceAdvise regional and line managers on employment decisions, including hiring, compensation administration, disciplinary action, and termination, while ensuring adherence to company policy and compliance with relevant laws and regulations; support compliance with ethics, EEO, DEI, and related policies and programsLead investigations related to employee relations issues, ethics concerns, harassment/discrimination, etc.Provide consultation and coaching employees at all levels; coach, mentor, and manage performance of direct reportsEngage in special projects and other duties as assigned |  | 
| Education & Experience | 
| Education: 
Bachelor’s degree in business administration, management, human resources, or related disciplineProfessional HR Certification (PHR, SHRM-CP, or similar); senior-level certification preferredValid Drivers’ License and ability to maintain a clean driving record Skills: 
8+ years of progressive experience working in all core HR functional areas and related disciplines5+ years of experience in relevant leadership and/or strategic roles (Sr. Generalist, HR Manager, HRBP, etc.)Demonstrated functional experience in all core areas of human resources managementExperience working in a decentralized matrix organization and changing business environment preferred; direct experience in construction or related industry a plusExperience and skillset related to effective project management, change management, and continuous improvementDemonstrated proficiency in use and implementation of HRIS and related programs; ability to effectively leverage and integrate technology into the HR function, including MSOffice programs (Excel, PowerPoint, Outlook, Teams, etc.)Business acumen, including experience reading and interpreting financial statementsProficiency in building presentations and ability to facilitate meetings and/or training in front of small and large groupsAbility to develop and implement strategic HR initiatives that align with and support organizational goals and objectivesAbility to coach and mentor employees at all levels, including senior leadershipAbility to work independently while supporting team collaboration, cohesiveness and effectivenessAbility to collect and analyze data to support continuous improvement, decision-making, and practical solutionsAbility to work with a sense of urgency, under pressure of deadlinesAbility to conduct effective, thorough and objective investigationsBilingual/Multilingual language skills a plus (English/Spanish preferred) Physical Requirements:
